Title
Determining the Factors Involved in Assignment of "Uniformed Strength" Numbers to Baltimore City's Nine Police Districts and the Status of Achieving Those Goals in Each District
FOR the purpose of requesting the Baltimore Police Department to define the meaning of "uniformed strength" as a staffing model, to explain the factors involved in assigning "uniformed strength" numbers to Baltimore City's nine police districts, and to outline the history of "uniformed strength" goals and actual staffing for each of these nine districts.

WHEREAS, "Uniformed strength" is the number assigned to each police district as the staffing goal for that district's uniformed police positions.
WHEREAS, In some districts, like Northern, these uniformed strength goals have been greatly reduced over the past few years, by as much as 25%, despite unchanged boundaries and a relatively small loss of population.
WHEREAS, In some instances, even these reduced staffing goals have not been achieved in the current fiscal year.
WHEREAS, Patrol is the basic safety net on which the citizens of our City rely.
WHEREAS, The Table of Organization for each district should indicate the "uniformed strength" goals for that district, the status of achieving those goals in each district, and therefore the availability of officers for patrol assignments throughout City neighborhoods.
