Legislative Oversight - Police Training Programs
FOR the purpose of calling on the Baltimore Police Commissioner to report to the City Council on the Baltimore Police Department’s relationship with the Diamond Standard Training and Hicks Training programs; and to discuss the effectiveness of the programs and how the training programs can be improved and made more cost-effective.

The City Council has a traditional oversight role that requires it to ensure that the funds entrusted to the City are spent as cost-effectively as possible, and that City programs provide the best possible results for both Baltimore’s employees and citizens.
The two current external police trainers, Diamond Standard Training and Hicks Training, have been used since at least 2008. In that time, and especially over the last year, the training of Baltimore City Police Officers has come under extreme scrutiny.
This increased scrutiny by citizens, media, and elected officials alike is a result of several high profile incidents involving Baltimore Police Officers. These incidents have occurred both in and out of the line of duty.
