Recitals

For years Baltimore has struggled to have more of it’s police officers be from, and live in, the city. Recent reports have shown that efforts to improve the number of officers residing in Baltimore have had minimal impact. Moreover, as Baltimore moves into it’s efforts to enact police reform through the consent decree with the U.S. Department of Justice, there is no doubting that there needs to be a dramatic increase in home grown police officers.

In the past, the Cadet Program was used as a tool to grow young people who wanted to be police officers into just that. In recent years however the program has been dismantled.

As a result of budget issues 250 police officer positions were frozen in last years budget. Releasing 50 of these positions would allow the Department to restart a Police Cadet program focused on the recruitment of current police explorers and Baltimore City youth. Achieving this goal would go a long way in reigniting the growth of home grown police officers.
