Section 1. Be it ordained by the Mayor and City Council of Baltimore, That the Laws of Baltimore City read as follows:

Subtitle 13. Baltimore City Parking Authority
§ 13-4. General powers.
(h) Contracts.
(1) The [authority] Authority may enter into contracts necessary or convenient to the exercise of its powers.
(2) The Authority’s contracts are not subject to Article VI, § 11 of the City Charter.
(3) However, any contract involving an expenditure of [$10,000] $25,000 or more is subject to the approval of the Board of Estimates.
Section 2. And be it further ordained, That the catchlines contained in this Ordinance are not law and may not be considered to have been enacted as a part of this or any prior Ordinance.
Section 3. And be it further ordained, That this Ordinance takes effect on the 30th day after the date it is enacted.
