Title
Investigative Hearing - Dirt Bike Park in Baltimore City

FOR the purpose of requesting that the Baltimore City Department of Recreation and Parks investigate the feasability of opening and operating a dirt bike park or trail in Baltimore City to accommodate the influx of riders in the City, as well as provide our youth and adults who wish to ride with a safe and practical place to do so, and brief the City Council on their findings.

Recitals

Currently, the law in Baltimore City prohibits the driving or riding of any dirt bike on any public or private property that is located in Baltimore City. A dirt bike park or trail not only would provide riders with a safe and legal place to use their bikes, but would also provide youths riders with a place to go, meet, and compete with other youths and adults who are interested in the sport of motocross.

There are a number of dirt bike trails in the State of Maryland; however, none are in the vicinity of Baltimore City. In order to keep riders off city streets and safe while riding, the Department of Recreation and Parks is requested to investigate if there is an appropriate area for a track or trail, and if there is an area that is found to be appropriate, what would need to be done in order to create such a park.
