Title

Urgent Request for Assistance - Baltimore City Police Staffing Shortage

 

FOR the purpose of requesting the Director of the Governor's Office of Crime Control & Prevention to provide Baltimore City with a grant to aid in the development of a campaign to recruit persons to fill the 140 vacancies on the Baltimore City Police Force to enable the City to curtail the rise in violent crime; and respectfully urging the Governor to lend his support to this request for emergency assistance.

                     Recitals

 

In a concerted effort to stem the rise in incidents of violent crime in the City, a Baltimore City Council Resolution requesting the Mayor to provide emergency funding to assist in the development of a campaign to recruit persons to serve as sworn police officers, bringing the force to its optimal force of 3,118, presented a plan that included:

 

                     The production of public service announcements aimed at recruiting new officers to air by August 1, 2007.

 

                     The development of recruitment banners to display at Baltimore City Police Headquarters, as well as at facilities in each of the 9 Police Districts.

 

                     The creation of recruitment materials targeted at recent Baltimore City high school graduates, current Baltimore City Community College students, and other eligible City residents.

 

                     Materials to be used at Police Department job fairs to be held in each of the 9 Police Districts, beginning July 15, 2007.

 

Because of the Office's mission to be local governments' "one stop shop for resources to improve public safety in Maryland" and because the Office can provide "access to federal and state grant funds" and "provide assistance in maneuvering the red tape to tap these resources, the Governor's Office of Crime Control & Prevention (GOCCP) can provide invaluable assistance to the City in the quest to rescue its citizens, visitors, and workers from the ravages of criminal activity.

 

 

 

In granting this request, the GOCCP will truly be able to live up to it's slogan - Baltimore City's success will be your success as well.                     

 

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF BALTIMORE, That the Director of the Governor's Office of Crime Control & Prevention is hereby requested to provide Baltimore City with a grant to aid in the development of a campaign to recruit persons to fill the 140 vacancies on the Baltimore City Police Force to enable the City to curtail the rise in violent crime; and the Governor is respectfully urged to lend his support to this request for emergency assistance.

 

AND BE IT FURTHER RESOLVED, That a copy of this Resolution be sent to the Governor, the Mayor, the Director of the Governor's Office of Crime Control & Prevention, and the Mayor's Legislative Liaison to the City Council.
