FOR the purpose of requesting the Baltimore City Joint Apprenticeship Program (BCJAP), in conjunction with the Labor and Industry Division of the Maryland State Department of Labor, Licensing and Regulation, and the Department of Housing and Community Development, to develop a pilot program that will train apprentices in trades that will allow them to work on renovating Baltimore City-owned houses while obtaining their on-the-job training.

The Baltimore City Joint Apprenticeship Program was established, in 1971, by the City of Baltimore and AFSCME Local 44 to train qualified individuals to enter skilled occupations. It affords participants the opportunity to earn while they learn. Apprentices become skilled through a combination of on-the-job training and technical classroom instruction. The Baltimore City Joint Apprenticeship Program is registered with the Maryland Apprenticeship and Training Council within the Department of Labor, Licensing, and Regulation. Participation with the Maryland Apprenticeship and Training Council allows the Baltimore City Joint Apprenticeship Program to graduate journey persons recognized by the State of Maryland and the Federal Bureau of Apprenticeship and Training.
