The City Council has consistently adopted legislation that addresses the need for developing programs to improve and expand housing opportunities for working families and persons of low and moderate income. To that end, and in recognition of the fact that the economic diversity of our neighborhoods will stimulate economic investment, promote neighborhood stability, and increase public safety, the Baltimore Affordable Housing Program was established in early 2006.
