City Agency Adoption of Recreation Centers
FOR the purpose of requesting that the Director of Recreation and Parks, the Housing Commissioner, the Director of Transportation, the Police Commissioner, the Director of Public Works, the Director of General Services, and the Director of Finance appear before the City Council to discuss the status of the City's recreation centers and the feasibility of creating interagency partnerships to allow each of the City's five largest agencies to sponsor two recreation centers each to continue operations of the recreation centers slated for closure or private partnerships after the 2012 summer season.

Recitals
WHEREAS, The people of Baltimore have consistently communicated with the Baltimore City Council the importance of maintaining a broad network of recreation centers with adequate programming to engage the City's youth.
WHEREAS, Baltimoreans overwhelmingly believe that Baltimore should be a city that invests in the healthy development of young people by providing recreational and educational activities.
WHEREAS, Baltimore should be a city that values the life-long benefits associated with engaging our youth with positive, skill building activities from a young age and throughout childhood.
WHEREAS, The city charter states that the Department of Recreation and Parks has the duty to "establish, maintain, operate and control recreational facilities and activities for the people of Baltimore City, and to have charge and control of all such property and activities".
WHEREAS, Relinquishing control of these centers takes away our power to protect and provide for Baltimore's youth.
WHEREAS, There is nothing more critical for a city to provide than opportunities for youth to thrive and succeed.
WHEREAS, There is an opportunity for City Agencies to assist in maintaining the existing network of recreation centers until the Department of Recreation and Parks is able to implement the Plan for a Community Center Network as recommended by the Recreation Center Task Force Report that will provide an adequate network of recreational opportunities for youth.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF BALTIMORE, that the Director of Recreation and Parks, the Housing Commissioner, the Director of Transportation, the Police Commissioner, the Director of Public Works, the Director of General Services, and the Director of Finance are hereby requested to appear before the City Council to discuss the status of the City's recreation centers and the feasibility of creating interagency partnerships to allow each of the City's five largest agencies to sponsor two recreation centers each to continue operations of the recreation centers slated for closure or private partnerships after the 2012 summer season.
AND BE IT FURTHER RESOLVED, That a copy of this Resolution be sent to the Mayor, the Director of Recreation and Parks, the Police Commissioner, the Director of Transportation, the Director of Public Works, the Housing Commissioner, the Director of General Services, and the Mayor's Legislative Liaison to the City Council.
