FOR the purpose of providing a Supplementary Federal and State Fund Operating Appropriation in the amount of $177,792 to the Mayor's Office of Employment Development - Service 799 (Operation Safe Kids), to provide funding for a contract between the Baltimore City Health Department and the Mayor's Office of Employment Development, the contract involving the hiring of (1) a Career Navigator who will provide employment services to youth enrolled in Operation Safe Kids and (2) a program monitor who will oversee the internship program for 50 operation safe kids participants; and providing for a special effective date.

      Recitals
 
  The revenue appropriated by this Ordinance represents grants from the Federal Second Chance Act and the Maryland Department of Juvenile Services to the Baltimore City Health Department Office of Youth Violence Prevention in excess of the revenue relied on by the Board of Estimates in determining the tax levy required to balance the budget for Fiscal Year 2013.
 
  That grant could not have been expected with reasonable certainty when the Ordinance of Estimates for Fiscal Year 2013 was formulated.
 
  On February 27, 2013, the Board of Estimates recommended this appropriation to the City Council.
 
 
  SECTION 1.  BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF BALTIMORE, That $177,792 shall be made available to the Mayor's Office of Employment Development - Service 799 (Operation Safe Kids) as a Supplementary Federal and State Fund Operating Appropriation for Fiscal Year 2013, to provide funding for a contract between the Baltimore City Health Department and the Mayor's Office of Employment Development, the contract involving the hiring of (1) a Career Navigator who will provide employment services to youth enrolled in Operation Safe Kids and (2) a program monitor who will oversee the internship program for 50 operation safe kids participants.  The source of revenue for this appropriation is grants from the Federal Second Chance Act and the Maryland Department of Juvenile Services to the Baltimore City Health Department Office of Youth Violence Prevention in excess of the amount from this source that was relied on by the Board of Estimates in determining the tax levy required to balance the budget for Fiscal Year 2013.
 
  SECTION 2.  AND BE IT FURTHER ORDAINED, That this Ordinance takes effect on the date it is enacted.
