Informational Hearing - Youth Involvement in The Inner Harbor Project and That Project's Recommendations for a Safe and More Youth-Inclusive Inner Harbor Environment
 
FOR the purpose of convening a City Council hearing on youth involvement and recommendations regarding The Inner Harbor Project's efforts to provide a safe and inclusive environment for visitors of all ages, both local residents and tourists, at Baltimore City's Inner Harbor.

  WHEREAS, During the summer of 2012, Celia Neustadt, founder of The Inner Harbor Project, formed a partnership with eight Baltimore City public high school students to address student interest in reversing incidents of inappropriate and disruptive behavior among youthful visitors to the Inner Harbor and in fostering positive inclusion of youth in Inner Harbor activities and attractions.
 
  WHEREAS, Since then, this core group has expanded, and its student leaders have developed their own research questions, surveys and data analyses in pursuing their vision of an Inner Harbor both safe and inclusive for all visitors, including our youth and teens.
 
  WHEREAS, In response, The Inner Harbor Project has now worked with students from high schools throughout Baltimore City, conducting focus groups in most Baltimore high schools to gather data on teen experiences at the Inner Harbor and to brainstorm teen solutions to disruptive behavior and to becoming more centrally included in activities and attractions.
 
  WHEREAS, Based on this extensive research, on Wednesday, May 29, The Inner Harbor Project presented its formal findings and suggestions for improving the Inner Harbor for various stakeholders and its vision for effecting positive change. Called The Inner Harbor: A Brighter Future, this presentation was held in the West Shore Park at the Inner Harbor.
 
  WHEREAS, The Baltimore City Council has already met with and encouraged youth leaders of The Inner Harbor Project and applauds their commitment to a "safe harbor" for the enjoyment of all of Baltimore City and its visitors.
 
 
  NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF BALTIMORE, that the Baltimore City Council seeks a hearing to discuss The Inner Harbor Project's May 29 recommendations for the purposes of becoming active and informed participants in bringing these recommendations to fruition, and of officially thanking the youth for their leadership and their partner stakeholders for working collaboratively to seek the perspective of a broad crosssection of high school students across the City.  
   
   AND BE IT FURTHER RESOLVED, That, along with The Inner Harbor Project's youth leaders, City Council cordially invites representatives of the Downtown Partnership of Baltimore, Visit Baltimore, the Waterfront Partnership of Baltimore, the Baltimore City Police Department, and the Mayor's Office to participate in this discussion.
  
   AND BE IT FURTHER RESOLVED, That a copy of this Resolution be sent to the Founder of The Inner Harbor Project, the President of the Downtown Partnership of Baltimore, the President of Visit Baltimore, the President of the Waterfront Partnership of Baltimore, the Police Commissioner, the Mayor, and the Mayor's Legislative Liaison to the Baltimore City Council.
