FOR the purpose of transferring a Video Lottery Terminal Capital Appropriation in the amount of $1,078,000 from the Department of Housing and Community Development (Account #9910-905962-9587) to the Department of Recreation and Parks (Account #9938-918032-9475 - $453,000), to the Department of Transportation (Account #9950-916050-9528 - $380,000), to Baltimore Development Corporation (Account #9910-921100-9600 - $130,000), and to the Department of General Services (Account #9916-920020-9194 - $115,000) to fund Northwest Neighborhood Improvements capital projects; and providing for a special effective date.

Recitals
Article VI, ยง 9(a)(2) of the City Charter provides that, on recommendation of the Board of Estimates, the City Council by ordinance may authorize the transfer of an appropriation contained in the Ordinance of Estimates from one municipal agency to another municipal agency.
The sum of $1,078,000, as appropriated to the Department of Housing and Community Development (Account #9910-905962-9587) in the Fiscal 2014 Ordinance of Estimates, is not needed for the purpose for which it was appropriated and, therefore, is available for transfer to another agency.
On October 16, 2013, the Board of Estimates recommended the transfer authorized by this Ordinance.
SECTION 1. BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF BALTIMORE, That the sum of $1,078,000, contained in the Fiscal 2014 Ordinance of Estimates as a Video Lottery Terminal Capital Appropriation, is transferred from the Department of Housing and Community Development (Account #9910-905962-9587) to the Department of Recreation and Parks (Account #9938-918032-9475 - $453,000), to the Department of Transportation (Account #9950-916050-9528 - $380,000), to Baltimore Development Corporation (Account #9910-921100-9600 - $130,000), and to the Department of General Services (Account #9916-920020-9194 - $115,000) to fund Northwest Neighborhood Improvements capital projects.
SECTION 2. AND BE IT FURTHER ORDAINED, That this Ordinance takes effect on the date it is enacted.
