FOR the purpose of calling on the City and external agencies concerned with homelessness in Baltimore to appear before the City Council to discuss the HUD Audit of the Homeless Prevention and Rapid Re-Housing grant.

Recitals

WHEREAS, a Homeless Prevention and Rapid ReHousing grant was awarded to the city under President Obama's 2009 stimulus act.

WHEREAS, in the spring of 2011, HUD's Baltimore Office called on the City to collect documentation supporting the program's expenditures. Such documentation was not compiled, leading to the November 2012 audit by the HUD Inspector General.

WHEREAS, following the audit the federal government has told Baltimore to repay nearly $4 million of a $9.5 million grant aimed at helping the homeless between 2009 and 2012.

WHEREAS, The City of Baltimore is required to reimburse HUD out of general revenue funds a total of $3,756,025.35.

WHEREAS, The repayment is required by HUD as a result of improperly documented funds and funds used for ineligible activities under the Homeless Prevention and Rapid ReHousing grant. At issue were very specific criteria of what constituted a homeless person eligible for the stimulus funds.
