Congratulating Brenda Williams on her Retirement from Baltimore City Government

 

FOR the purpose of celebrating the laudable career of Brenda Saddler Williams, thanking her for her unwavering commitment to public service upon her retirement from Baltimore City government, and wishing her many years of continued happiness as she spends more time with her husband, four children, and three grandchildren including her newborn grandson.

Recitals

  

   It is with marked sadness that the City Council acknowledges that on March 31, 2014, it will say goodbye to one of the most respected and longestserving employees to work with the Baltimore City Council.

 

   Having started her career in what was originally known as the City Council Office of Financial Review on April 30, 1980, Ms. Brenda Williams has served as staff to most committees of the City Council.  In fact, she has worked on some of the most complicated issues considered by the City Council, including but not limited to: Payment in Lieu of Taxes (PILOTs), Tax Increment Financing (TIFs), TaxExempt Financing, Tax Credits, Revenue Enhancements (Energy Taxes, Telecommunication Taxes, Recordation Taxes, Burglar Alarm Fees), Convention Center Hotel Revenue Obligations, MBE/WBE Participation Goals and Constitutionality, the SCOPE Program, General Obligation Bonds, Local Hire, EBDI, Inclusionary Housing, Harbor Point, Living Wage, and Property Sales/Acquisitions.

 

   Respected and well-liked by all, she is wellinformed and attentive to legislative details and has always performed her duties with care, consideration and professionalism.  Her can-do it attitude has allowed her to flourish while serving during the terms of six Mayors: William Donald Schaeffer, Clarence "Du" Burns, Kurt Schmoke, Martin O' Malley, Sheila Dixon, and Stephanie Rawlings Blake; eight Council Presidents: Walter Orlinsky, Clarence "Du" Burns, Frank Gallagher, Mary Pat Clarke, Lawrence Bell, Sheila Dixon, Stephanie Rawlings Blake, and Bernard C. "Jack" Young, and four Directors.  Appreciated by the City Council Members she has worked with over the years, her judgment and sensitivity to the needs of constituents has been greatly valued by the Committee Chairs she has served.

 

   Always able to soothe tensions, ease fears, and offer support to her colleagues, Brenda has been an important member of the City Council's legislative team and she will be missed by all of the staff she has worked with.

 

 

 

   During her tenure with what is now known as the Office of Council Services, Brenda has experienced many personal successes.  She earned a Master's Degree in Business Management from Morgan State University; raised four lively and successful children with her husband Clarke R. Williams: Kwan Saddler, Clarke Williams, Jr., Dionna Gilchrist, and Brandon Joshua Williams; welcomed three grandchildren: Ronald and Arielle Gilchrist and the most recent addition to their family: Mason Joshua Williams. 

 

   NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF BALTIMORE, That this Body hereby expresses its appreciation to Brenda Saddler Williams, Legislative Policy Analyst Supervisor, Office of Council Services, for her almost 34 years of dedicated professional service to the Mayor and City Council and citizens of the City of Baltimore, acknowledging her constant professionalism and attention to important details and her ability to work cooperatively and attentively with all members of the Baltimore City Council for the benefit of the residents of Baltimore City. 

 

   AND BE IT FURTHER RESOLVED, That a copy of this Resolution be sent to the Mayor, Brenda S. Williams and Family, the Director of the Office of Council Services, and the Mayor's Legislative Liaison to the City Council.
