Recitals

As a part of its 2014 Preventing Harm plan the Baltimore Police Department instituted an Early Warning Intervention System for Police Officers who frequently receive complaints against them from citizens.

This system is a part of many changes to the Internal Affairs process that also includes adding more detectives to Internal Affairs and the forthcoming changes around the sharing of Internal Affairs Data. However, as the Baltimore Police Department moves forward in its efforts to repair citizen trust and adjust to a new 21st Century form of policing it is imperative that it keeps pushing the envelope on all fronts, including self-accountability.

Improving the Early Warning Intervention System to include retraining officers flagged for the intervention would prove to be another step in improving policing in Baltimore and ensuring the safety of Baltimore’s Police Officers and our citizens, which is the chief responsibility of the Baltimore Police Department.
