Section 1.  Be it ordained by the Mayor and City Council of Baltimore, That the Laws of Baltimore City read as follows:

 

                     Ordinance 01-236

 

Section 1.  Be it ordained by the Mayor and City Council of Baltimore, That permission is granted for the establishment, maintenance, and operation of a residential substance abuse treatment [center] facility on the property known as 4615 Park Heights Avenue, as outlined in red on the plat accompanying this Ordinance, in accordance with Article - Zoning, §§ 4-904(1) and 14-102 and Article - Health, § 3-102 of the Baltimore City Code, subject to the following conditions:

 

1.                     This conditional use may not be implemented until the Baltimore City Health Department and the Abell Foundation select an Operator through the issued Request For Proposals.

 

2.                     The maximum capacity of this facility is [124] 156 beds.

 

3.                     The Planning Department must approve the site plans and signage package.

 

4.                     A minimum of 15 parking spaces must be provided.

 

5.                     No outpatient treatment program may be conducted on this site to provide services to the general public; however, patients from the operator’s other facilities may be transported to and from this site to receive treatment if necessary.

 

6.                     The residential substance abuse treatment [center] facility must comply with all applicable federal, state, and local licensing and certification requirements.

 

Section 2.  And be it further ordained, That this Ordinance takes effect on the 30th day after the date it is enacted.
