Section 1. Be it resolved by the Mayor and City Council of Baltimore, That the City Charter is proposed to be amended to read as follows:

Article III. City Council

ยง 1. Legislative Department; qualification and salary of members.

(b) Qualifications.

(1) Members of the City Council, except the President whose qualifications are provided for in Section 3, shall be citizens of the United States, at least 18 years old, and registered voters of Baltimore City.

(2) They also shall be residents of the districts the members have been chosen to represent for at least 1 year next preceding their election, except as provided in Section 7(e), and during their term of office.

(3) After December 9, 2020, a person who has been popularly elected to serve 3 consecutive terms as a Member of the City Council is ineligible to again serve as a Member durin...
