Section 1. Be it ordained by the Mayor and City Council of Baltimore, That the Laws of Baltimore City read as follows:

Subtitle 1. Definitions
§ 1-1. Definitions.
(i) Employer.
(1) “Employer” means every person, other than fraternal and religious organizations, who employs [15] 1 or more persons, exclusive of parents, spouse, or children of [such] that person, during at least 15 days in the preceding 12 months.
(2) “Employer” includes any governmental unit, agency, or employer as to which the City has the power to legislate.
Section 2. And be it further ordained, That the catchlines contained in this Ordinance are not law and may not be considered to have been enacted as a part of this or any prior Ordinance.
Section 3. And be it further ordained, That this Ordinance takes effect on the 30th day after the date it is enacted.
