A RESOLUTION OF THE MAYOR AND CITY COUNCIL concerning

The Baltimore Grand Prix
 
FOR the purpose of expressing support for the efforts of Baltimore Racing Development, LLC, to develop and conduct the Baltimore Grand Prix; designating Baltimore Racing Development, LLC, as the sole entity authorized to develop and conduct the Baltimore Grand Prix; and providing for a special effective date.

      Recitals
 
  WHEREAS, Baltimore Racing Development, LLC (BRD), a privately-owned Maryland limited liability company, is engaged in developing a professional car race (Baltimore Grand Prix or The Race) to be run on certain streets and roadways within the City of Baltimore; and
 
  WHEREAS, BRD is working to have the Baltimore Grand Prix sanctioned by the Indy Racing League (IRL), the American-based open wheel racing sanctioning body, for a period of years beginning in 2011; and
 
  WHEREAS, BRD has expended significant capital and effort to retain professionals necessary to conduct the Race, generate goodwill, and develop the expertise required to make such an event successful; and
 
  WHEREAS, The Mayor and the City Council have been provided with information about the Baltimore Grand Prix including, but not limited to, information about BRD's commitment to hiring and working with locally-based minority and women's business enterprises, and the Mayor and City Council believes that the Race will provide significant economic and other benefits to Baltimore City and its residents, workers, businesses, and other stakeholders; and
 
  WHEREAS, The Mayor and City Council believes that BRD is the entity best-suited to develop and conduct the Baltimore Grand Prix; and
 
  WHEREAS, BRD is conducting certain studies about the potential effects of the Race on traffic flow, noise, neighborhoods, and businesses within the City of Baltimore, and BRD intends to propose and implement plans that would mitigate potential negative effects of the Race; and
 
  WHEREAS, BRD must be able to consult and coordinate with various agencies and departments of the government of Baltimore City in order to develop and implement all aspects of the Baltimore Grand Prix.
 
 
 
  SECTION 1.  BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF BALTIMORE, That after considering information about the Baltimore Grand Prix, the City of Baltimore supports the efforts of Baltimore Racing Development, LLC, to develop and conduct various studies of
the Baltimore Grand Prix's impact on the local economy, traffic impacts, accessibility to properties within the downtown impact area, noise, public safety, capital costs and other impacts,
and the City hereby designates Baltimore Racing Development, LLC, as the sole entity authorized to develop and conduct the Baltimore Grand Prix from the date of enactment of this bill to July 1, 2011.
 
  SECTION 2.  AND BE IT FURTHER RESOLVED, That the relevant agencies and departments of Baltimore City and their personnel are hereby authorized and directed to take all actions necessary to study, evaluate, make recommendations on, and to coordinate with BRD on the development and conduct of the Baltimore Grand Prix.
 
  SECTION 3.  AND BE IT FURTHER RESOLVED, That a copy of this Resolution be sent to the Mayor, the Baltimore City Solicitor, the Director of the Department of Recreation and Parks, the Director of the Department of Planning, the Director of the Department of Transportation, the Director of the Office of Promotion and the Arts, the Director of the Baltimore Area Convention and Visitors Association, the Secretary of the Maryland State Department of Business and Economic Development; the Director of the Maryland Stadium Authority; the Director of the Baltimore Development Corporation; the President of the Greater Baltimore Committee, the President of the Downtown Partnership, and the President of the Baltimore Convention and Tourism Board.
 
  SECTION 4.  AND BE IT FURTHER RESOLVED, That this Resolution takes effect on the date it is enacted.
