In Support of State Legislation - House Bill 894 and Senate Bill 763 - Long-Term Care at Stadium Place
 
FOR the purpose of expressing support for this legislation that seeks to authorize the creation of a State Debt not to exceed $350,000, the proceeds to be used as a grant to the Board of Directors of the Govans Ecumenical Development Corporation, Inc. for certain development purposes; urging the Honorable Chair and Members of the Senate Budget and Taxation Committee and the Honorable Chair and Members of the House Appropriations Committee to give the legislation a favorable report; requesting the Honorable Chair and Members of the Baltimore City Senate and House Delegations to the 2008 Maryland General Assembly to seek passage of Senate Bill 894/House Bill 763; and petitioning the Governor to sign the legislation into law.

      Recitals
 
The legislation provides a State loan for the proposed long term care facility at Stadium Place.  The Govans Ecumenical Development Corporation (GEDCO) is engaged in the continuing development of Stadium Place.  In 2005, The Johns Hopkins Bayview Care Center donated 49 expiring Comprehensive Care Facility bed licenses to GEDCO from its long term care facility.  GEDCO has since filed for extensions while developing an innovative and cost-effective long-term care solution for the Stadium Place campus.  A Certificate of Need application was submitted to the Maryland Health Care Commission in October of 2007 requesting a reactivation of the licenses.     
 
One of the primary questions on the Certificate of Need application revolves around the ability to raise the capital dollars required for a long-term care facility at Stadium Place.  In order to make this project a reality for the citizens of Stadium Place and Baltimore City, there must be funding from the Maryland State Legislature to cover the pre-development and design costs this year and a commitment of capital dollars from the Governors discretionary budget next year.
 
 
This legislation seeks to authorize the creation of a State Debt not to exceed $350,000 to be used by GEDCO to begin plans on a long-term care facility at Stadium Place.  This facility will follow The Green House(r) model.  This model is based on the resident-centered approach developed by Dr. Bill Thomas.  The Green House(r) model is a de-institutionalized effort that restores elders to a home in the community.  Residents of any age needing long-term care are called elders because of the lessons they teach staff.  The model combines small 10-12 person homes with the full range of personal care and clinical services required in nursing homes.  
 
Using this model and with the provided State funding, GEDCO will be able to provide a long-term care facility to the citizens of Stadium Place.  GEDCO's ultimate goal will be to serve over 500 low and moderate-income older adults living in independent apartments and condominiums with supportive services offering a full continuum of care to older adults that will promote "aging in community".  This concept will not only help serve these elders, but also the community at large.  With the help of State funding, this facility will become a reality and provide the Stadium Place community with a facility that it so desperately needs.
 
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF BALTIMORE, That this Body expresses support for this legislation that seeks to authorize the creation of a State Debt not to exceed $350,000, the proceeds to be used as a grant to the Board of Directors of the Govans Ecumenical Development Corporation, Inc., for certain development purposes, urges the Honorable Chair and Members of the Senate Budget and Taxation Committee and the Honorable Chair and Members of the House Appropriations Committee to give the legislation a favorable report; requests the Honorable Chair and Members of the Baltimore City Senate and House Delegations to the 2008 Maryland General Assembly to seek passage of Senate Bill 894/House Bill 763; and petitions the Governor to sign the legislation into law.
 
AND BE IT FURTHER RESOLVED, That a copy of this Resolution be sent to the Governor, the Mayor,  the Honorable Chair and Members of the Senate Budget and Taxation Committee, the Honorable Chair and Members of the House Appropriations Committee, the Honorable Chair and Members of the Baltimore City Senate and House Delegations to the 2008 Maryland General Assembly, the Executive Director of the Mayor's Office of State Relations, and the Mayor's Legislative Liaison to the Council.
