In Celebration of International Youth Day - 12 August, 2010
 
FOR the purpose of recognizing August 12, 2010 as International Youth Day, embracing this year's theme of "Dialogue and Mutual Understanding", expressing appreciation for the invigorating presence of the City's youth in our families, schools, churches, and neighborhoods, and recommitting to advancing the educational, medical, social, and spiritual well-being of Baltimore City's youth.

  In December 2009, the United Nations General Assembly adopted Resolution 64/134 proclaiming the Year commencing this International Youth Day of August 12, 2010,  as the International Year of the Youth "considering that it is necessary to disseminate among young people the ideals of peace, respect for human rights and fundamental freedoms, solidarity and dedication to the objectives of progress and development".
  
   International Youth Day will be celebrated at the United Nations headquarters in New York with the global launch event of the International Year of Youth that will be a "celebration of young people's energy, imagination, and initiatives and will recognize their crucial contributions to enhancing peace and development", providing the international community and the United Nations system the opportunity to demonstrate their commitment to young people.
 
  International Youth Day activities are geared to promote better awareness of the World Programme of Action for Youth (WPAY), adopted by the United Nations General Assembly in 1995 which provides a policy framework and guidelines for national action and international support to improve the situation of young people around the world. The WPAY covers 15 youth priority areas and contains proposals for action in each of these areas.
 
  The fields of action identified by the international community are education, employment, hunger and poverty, health, environment, drug abuse, juvenile delinquency, leisure-time activities, girls and young women, and the full and effective participation of ;youth in the life of society and in decision making, as well as globalization, information and communication technologies, HIV/AIDS, armed conflict, and inter-generational issues.
 
 
  According to the Annie E. Casey Foundation's 2010 Kids Count Databook, despite being the wealthiest state in the nation, Maryland's overall rank in child well-being remained 25th nationally. As International Youth Day is celebrated in Baltimore City, the issues that need be addressed to ensure the well-being of the youth of the city and state must not be ignored. In Baltimore City, August 12th will be a day of celebration of, as well as re-commitment to, our precious youth.
 
  NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF BALTIMORE, That this Body hereby recognizes August 12, 2010 as International Youth Day, embraces this year's theme of "Dialogue and Mutual Understanding", expresses appreciation for the invigorating presence of the City's youth in our families, schools, churches, and neighborhoods, and recommits to advancing the educational, medical, social, and spiritual well-being of Baltimore City's youth.
 
  AND BE IT FURTHER RESOLVED, That a copy of this Resolution be sent to the Mayor, the Advisor and members of the Baltimore City Youth Commission, and the Mayor's Legislative Liaison to the City Council.
