A COUNCIL RESOLUTION concerning

Request for State Legislation - Public Posting Before Foreclosing

 

FOR the purpose of respectfully requesting that members of the Baltimore City Senate and House Delegations to the 2006/2007 Maryland General Assembly introduce legislation to provide for the public posting of a foreclosure sign on a property at least 30 days prior to the final foreclosure of the property.

                     Recitals

 

Despite the fact that the law requires an issue of publication when a property is to be foreclosed, many citizens are still not being informed in an appropriate amount of time that they will be permanently losing their property.  The publication required of the foreclosure in a local newspaper is a good one, however many people never read the paper and remain in the dark as to when they are going to officially lose their property.  For this reason, the law should permit for the posting of a sign on the property, at least 30 days before foreclosure. Every property owner should  have the ability to be informed in a reasonable amount of time, in order to be able to redeem his or her property.

 

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF BALTIMORE, That this Body respectfully requests that members of the Baltimore City Senate and House Delegations to the 2006/2007 Maryland General Assembly introduce legislation to provide for the public posting of a foreclosure sign on a property at least 30 days prior to the final foreclosure of the property.

 

AND BE IT FURTHER RESOLVED, That a copy of this Resolution be sent to the Mayor, the Honorable Chair and Members of the Baltimore City Senate and House Delegations to the 2006/2007 Maryland General Assembly, and the Mayor's Legislative Liaison to the Council.
