In a surprise visit from Dr. Andrés A. Alonso, CEO of Baltimore City Schools, Ms. May found that she had been named Baltimore City Schools 2011 Teacher of the Year and, as such, is also a candidate for Maryland Teacher of the Year this fall, the winner of which becomes the state's nominee for National Teacher of the Year.

Dr. Alonso said: "Every day of the year we see excellent teaching and learning in our classrooms, but on this one day each year we lift up the work of one particular educator, and for me this is a true honor.  We glimpse into the great work of one individual teacher, and in turn celebrate the incredibly hard work and dedication of so many.  Ms. May engages her students and instills in them her passion for reading, discovering, growing.  But her work and her commitment don't stop there.  Her ongoing contributions to professional and curriculum development make her a leader among her peers.  On behalf of the entire City Schools family, I extend her my thanks and congratulations."

According to Mount Washington Elementary School Principal Sue Torr, who nominated Ms. May for the award, "she has a thorough knowledge of the content she teaches and has developed an array of instructional techniques and strategies that motivate her students to learn.  The excellence and high expectations she brings to her work are a terrific example for her students and fellow teachers.  We are lucky to have such a teacher at our school."

The accolades given Ms. May have been earned in the nine years she has been a teacher, the last four of which have been spent as a language arts and social studies teacher at Mount Washington Elementary.  There, in both 2007-08 and 2008-09, 100% of Ms. May's students scored proficient or advanced on the Maryland School Assessment (MSA) in reading.

In all the recognition Ms. May receives for her teaching skills, she most measures her success by her students' engagement, saying, "Each year the state will look at my students' standardized test scores to evaluate my job as a teacher.  But my biggest accomplishments and contributions in education cannot be seen in the proficient and advanced columns of the school's report card. Every September, I know I have succeeded when my students come back to visit and tell me how much they miss 5th grade.  I know I have made an impact when former students look for book suggestions or invite me to a musical they are starring in.  When my students beg to stay in my classroom during lunch and recess because they want to read or write more, I know I have contributed to education."

The City Council salutes Ms. May and all the educators, administrators, and other personnel of the Baltimore City Public School System as they strive each day to bring out the best in the most precious resource of Baltimore City.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF BALTIMORE, That the Body extends its warmest congratulations to Margaret May, a 5th grade teacher at Mount Washington Elementary School, on being chosen as Baltimore City Schools 2011 Teacher of the Year and expresses appreciation for her dedication to the education of Baltimore City's young scholars.

AND BE IT FURTHER RESOLVED, That a copy of this Resolution be sent to the Mayor; Ms. Margaret May; the CEO, Baltimore City Schools; the State Superintendent of Schools; the Principal, Mount Washington Elementary School; the PTA of Mount Washington Elementary School; and the Mayor's Legislative Liaison to the City Council.
