A COUNCIL RESOLUTION concerning

Title

Informational Hearing - Badger Public Safety Video System

 

FOR the purpose of requesting the President/CEO of Electronic Technology Associates to present to the City Council information on the Badger Video/Geo Location system and the possible application of video, GPS and communications technology in support of public safety activities in the City of Baltimore.

                     Recitals

 

   Council Bill 09-107R requested the Baltimore Police Commissioner to report, in part, to the City Council on the status of the CCTV camera program; the phase out of the original blue-light cameras and replacement with closed circuit units; and the measures in place for monitoring the cameras.

  

   The Bill further stated that the original cameras, first installed in 2005, have limited technology application that requires considerable manpower – these movable PODSS cameras have to be monitored on site by an officer with a laptop style computer or the video stored in the cameras can be reviewed, although there is often trouble in interpreting the images recorded unattended at an earlier time.

 

   As the Resolution states - a closer look at the CCTV camera program will give assurance that this important law enforcement tool is being fully utilized To that end, a look at the Badger Video/Geo Location system that utilizes an integrated video-audio- GPS system to support both mobile and fixed collection of criminal activity information will ensure that Baltimore City is using the latest and most efficient technology in the ongoing fight against crime.

 

   NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF BALTIMORE, That Electronic Technology Associates is requested to present to the City Council information on the Badger Video/Geo Location system and the possible application of video, GPS and communications technology in support of public safety activities in the City of Baltimore.

  

   AND BE IT FURTHER RESOLVED, That a copy of this Resolution be sent to the Mayor, the Police Commissioner, the Director of the Mayor’s Office of Criminal Justice, the Director of the Mayor’s Office of Homeland Security, the President/CEO of Electronic Technology Associates, and the Mayor’s Legislative Liaison to the City Council.
