City Employees - Leave Conversion for Home Purchase
FOR the purpose of enabling City employees to convert certain unused leave, subject to certain conditions, to assist in a home purchase in the City; requiring the Director of Human Resources to adopt rules and regulations governing these conversions; and generally relating to the conversion of leave.

SECTION 1. BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF BALTIMORE, That the Laws of Baltimore City read as follows:

Subtitle 7. City Officers and Employees
§ 7-8. LEAVE CONVERSION FOR HOME PURCHASE.
(A) CONVERSION AUTHORIZED.
AN EMPLOYEE OF THE CITY IS ENTITLED TO CONVERT ALL OR ANY PART OF HIS OR HER ACCRUED AND UNUSED VACATION AND SICK LEAVE TO ASSIST THE EMPLOYEE IN PURCHASING A DWELLING IN THE CITY THAT WILL BE THE EMPLOYEE'S PRINCIPAL RESIDENCE.
(B) APPLICATION.
(1) AN APPLICATION FOR LEAVE CONVERSION UNDER THIS SECTION SHALL BE SUBMITTED TO THE DEPARTMENT OF HUMAN RESOURCES AT LEAST 30 DAYS BEFORE CLOSING ON THE PURCHASE.
(2) THE APPLICATION SHALL:
(I) BE IN THE FORM AND CONTAIN THE INFORMATION THAT THE DIRECTOR OF HUMAN RESOURCES SPECIFIES; AND
(II) BE ACCOMPANIED BY A COPY OF A FULLY EXECUTED CONTRACT TO PURCHASE THE DWELLING.
(C) USE OF PROCEEDS.
THE PROCEEDS OF THE CONVERSION MAY ONLY BE USED AT CLOSING, TOWARDS PAYMENT OF THE PURCHASE PRICE OR CLOSING COSTS.
(D) RULES AND REGULATIONS.
THE DIRECTOR OF HUMAN RESOURCES SHALL ADOPT RULES AND REGULATIONS TO CARRY OUT THIS SECTION.
SECTION 2. AND BE IT FURTHER ORDAINED, That the catchlines contained in this Ordinance are not law and may not be considered to have been enacted as a part of this or any prior Ordinance.
SECTION 3. AND BE IT FURTHER ORDAINED, That this Ordinance takes effect on the 30th day after the date it is enacted.
