Informational Hearing - Making Central Garage More MBE/WBE Inclusive

 

FOR the purpose of requesting the Chief of Compliance for the Department of Public Works, the Contract Administrator for the Department of Public Works, the Director of the Bureau of Purchasing, and the Director of Mayor's Office of Minority Business Development brief the City Council on ways that they feel Central Garage contracts can be made more inclusive of MBE/WBE businesses.

In compliance with the provision of Ordinance 00-98, the Mayor's Office of Minority Business Development is charged with the mission of ensuring that the City of Baltimore is prepared to create new opportunities for minority-owned (African American, Asian American, Hispanic American, or Native American) and women-owned (51% ownership) businesses.  The Council oversight continued with a request to the Baltimore City Delegation to the 2001 Maryland General Assembly to sponsor legislation to amend State law to provide for a Maryland Minority and Women Business Enterprise program that is consistent with the more progressive Baltimore City policy.  Each year the Council continues to oversee the City's compliance with the minority and women's business program's annual goals.

 

Central Garage, under the auspices of the Department of Public Works' General Services division, maintains all City owned and operated vehicles.  Many times, these vehicles are maintained by the City, in City owned and operated facilities.  Other times, the City must contract out to area garages in order to maintain its fleet.  The question as to whether enough MBE/WBE businesses are having the opportunity to bid on these contracts, whether these contracts are being made available to MBE/WBE businesses, and how these large Central Garage contracts can be more inclusive of MBE/WBE businesses are ones that need to be discussed.  

 

Hopefully by working together and pulling our resources, a way can be found to get more qualified bidders involved in these contract negotiations, and be able to offer more of these contracts to MBE/WBE owned businesses.  With more contracts going to MBE/WBE businesses,  Baltimore City can continue to achieve the goals of the Mayor's Office of Minority Business Development by dramatically increasing the success rate of minority-owned and women-owned businesses in Baltimore City, increasing the contracting and procurement dollars spent with minority and women-owned businesses, and facilitating greater involvement of these businesses throughout Baltimore City.

 

 

 

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF BALTIMORE, That this Body requests the Chief of Compliance for the Department of Public Works, the Contract Administrator for the Department of Public Works, the Director of the Bureau of Purchasing, and the Director of Mayor's Office of Minority Business Development brief the City Council on ways that they feel Central Garage contracts can be made more inclusive of MBE/WBE businesses.

 

AND BE IT FURTHER RESOLVED, That a copy of this Resolution be sent to the Mayor, the Director of the Bureau of Purchasing, the Director MBE/WBE Opportunity Compliance Office, the Director of the Mayor's Office of Minority Business Development, the Chief of Compliance for the Department of Public Works, and the Mayor's Legislative Liaison to the City Council.
