Informational Hearing - Legacy Leadership Institute on Public Policy
 
FOR the purpose of inviting the Director, Department of Health Services Administration and the Coordinator, Legacy Leadership Institute on Public Policy of the University of Maryland College Park to present the Legacy Leadership Institute on Public Policy program to the City Council, to share how the program has contributed to State and local government, and to explore the efficacy of implementing the program in the Baltimore City Council.

      Recitals
 
  The Legacy Leadership Institute on Public Policy provides a "bridge between needs of local communities and government in the State of Maryland and the knowledge and expertise of Maryland residents age 50+ who are seeking careers as volunteer service leaders."  The program offers training and leadership in government offices and the nonprofit sector to retirement-age Maryland residents to facilitate their transition from paid employment to new careers as volunteer Service Leaders in the State of Maryland.
 
  Legacy Leadership provides senior citizens who have had careers in business, education, healthcare, and the military with the opportunity to share their valuable skills with the community.  The program is designed to supplement the work of elected officials and nonprofit agency staff in addressing policy issues and advancing public programs.  "Confronted with the current downturn in the national economy after years of prosperity as well as a heightened demand for homeland security, the State is under pressure to provide increased services while not raising taxes."
 
  After selection to participate in the program, Legacy Leadership participants are given 64 hours of intensive instruction over 8 weeks at the University of Maryland College Park campus in 10 interrelated units including: History of Maryland; Branches of Government; Legislative Process; Legislative and Senate Committees; Budgets and Finance; Public Policy; County and Municipal Government; Leadership; Volunteer Skills; and Professional Service Leader Careers.
Sessions are conducted by University faculty and invited affiliated faculty from government such as the President of the Senate, Delegates, Senators, various Department Secretaries, Mayors, County Council representatives, legislative aides and other staff experts.
 
 
  Legacy Leaders will be matched prior to the opening of the Maryland legislative session with government and nonprofit sector officials who serve as on-site mentors during the 90 day legislative session from January to early April.  Seminars are conducted by staff to assist leaders, and on-site mentors integrate leadership experiences and plan future Legacy Service Leader careers.  Leaders participate in such activities as conducting background research on policy issues, assisting in response to constituent issues, attending legislative sessions, committees, and briefings, and collaborating on special subjects.
 
  In addition to the valuable service Legacy Leaders have provided to the State of Maryland and the Maryland General Assembly, Leaders have also offered valuable assistance to local government offices in Rockville, Montgomery County, as well as to 9 smaller municipalities in Prince Georges County.
 
  Given the proven track record of the Legacy Leadership Institute in providing crucial assistance to government entities and the cut-backs Baltimore City has had to institute in these difficult fiscal times, it seems very likely that the Legacy Leadership Institute on Public Policy and the Baltimore City Council could forge a mutually beneficial partnership.
 
  NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF BALTIMORE, That the Director, Department of Health Services Administration and the Coordinator, Legacy Leadership Institute on Public Policy of the University of Maryland College Park are invited to present the Legacy Leadership Institute on Public Policy program to the City Council, to share how the program has contributed to State and local government, and to explore the efficacy of implementing the program in the Baltimore City Council.
 
  AND BE IT FURTHER RESOLVED, That a copy of this Resolution be sent to the Mayor, the Director, Department of Health Services Administration, University of Maryland College Park, the Coordinator, Legacy Leadership Institute on Public Policy, University of Maryland College Park, and the Mayor's Legislative Liaison to the City Council.
