On May 5, 2009, the CEO of Baltimore City Schools announced the award of 2009 Teacher of the Year to Nicholas Greer, a teacher at Baltimore Polytechnic Institute since 2002.  Mr. Greer, a graduate of the University of Pittsburgh, leads classes in Ingenuity Biology, Honors Biology and Ingenuity Science and Computers.  He also coaches boys' soccer at Poly, mentors an intern from the University of Maryland Baltimore County, chairs Poly's School Family Council, and is a member of the international honor society of Pi Lambda Theta, the National Association of Biology Teachers, and the National Science Teachers Association.

Principals and peers nominate candidates for City Schools' Teacher of the Year, and a panel comprised of past Teachers of the Year, Baltimore Teachers Union representatives, and City Schools administrators reviews the nominations.  The reviews factor in everything from the candidates' educational history to their professional development activities and involvement in their communities.  The panel identifies finalists based on the reviews, then interviews them, and observes them through classroom visits.  All of these review activities generate a cumulative score that determines the Teacher of the Year winner.

The Principal of Polytechnic Institute said of Mr. Greer: "Every parent would love to have him as the teacher for their child.  And he's a great role model for other teachers.  Teachers are sent to his room to see what good teaching looks like.  His classroom is a 'clab' - both a classroom and a lab in one.  It is a classroom and a science lab, but more importantly it's a learning lab.  It's really where traditional classroom theory meets practice.  It's about going beyond traditional lecturing to interactive and collaborative learning."

In announcing the award the CEO observed: "The key to creating an entire system of great schools is ensuring that there is a great teacher in every classroom.  Every one of our great kids deserves a great teacher, a teacher like Mr. Greer.  I invite all of Baltimore to join me in congratulating both him and Poly, and in helping us attract and do all we can to support and develop many more Mr. Greers in the months and years to come."

The Baltimore City Council recognizes the significance of the emulation of Mr. Greer's professional colleagues and the esteem in which he is held by all who have the good fortune to visit or participate in his classroom 'clabs'.  The Council joins the CEO, the City Schools' academic family, parents, and students in congratulating Mr. Greer and Baltimore Polytechnic Institute on the occasion of his being named the 2009 City Teacher of the Year.

SECTION 1.  BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF BALTIMORE, That this Body hereby offers heartfelt congratulations to Nicholas Greer, a 9th grade Biology Teacher at Baltimore Polytechnic Institute, on being named Baltimore City Public Schools' 2009 Teacher of the Year on National Teacher's Day as part of City Schools' weeklong Teacher Appreciation Week celebration.

SECTION 2.  AND BE IT FURTHER RESOLVED, That a copy of this Resolution be sent to the Mayor, Mr. Greer, the CEO of Baltimore City Schools, the Principal of Baltimore Polytechnic Institute, and the Mayor's Legislative Liaison to the City Council.
