      Recitals
 
Ruth M. Kirk, a former member of the Maryland House of Delegates, represented the residents of the 44th State Legislative District, from January 1995 until January 2011, and prior to that time she represented the residents of the former 39th State Legislative District, from January 1983 until January 1995, a total of 28 years of service to her community.
 
She was born in Baltimore, in 1930, the 5th of 8 children, and, among other things, worked as a community advocate.  According to an article in the Baltimore Sun, her daughter Judith Price said that she became active in politics because "she loved to help people."  She helped organize the annual Family Fun Festival held in August in the Franklin Square Community, which provided health information as well as live entertainment and different vendors.  She served on a number of community organizations that focused on city neighborhoods, including the Communities Organized to Improve Life (COIL), the Self Help Housing Board, and the Board of Directors for Meals on Wheels.  According to her family, she was especially proud of her work, while in the State Legislature, to get a bond bill passed to fund a new Head Start program.  Said Speaker of the House of Delegates Michael Busch, "She was a respected legislator, who always put the needs of her community first.  She will be missed by all."
 
  SECTION 1.  BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF BALTIMORE, That the name of Franklin Square Park, located at 301 West Lexington Street, is changed to Delegate Ruth M. Kirk Park at Franklin Square.
 
 
 
  SECTION 2.  AND BE IT FURTHER ORDAINED, That this Ordinance takes effect on the 30th day after the date it is enacted.
