FOR the purpose of requesting the Director and the Human Resource Executive of the Department of Public Works to report to the City Council on recent personnel actions; on the number, titles, and classes of positions slated for layoff or abolishment driven by budgetary constraints; the number, titles, and classes of new positions and new hires projected to be filled in the upcoming fiscal year; and the number of new positions to be filled by persons slated for layoff or job abolishment.

      Recitals
 
  The Department of Public Works Responses to Agency Budget Questions included information that the institution of the One-Plus-One mixed refuse and recycling collection resulted in the abolishment of 154 positions and the layoff of 14 employees.  The consolidation of the Department's Environmental Crimes Unit with Housing's enforcement unit resulted in the layoff of 3 employees, and the closing of the Baltimore Public Works Museum resulted in the layoff of 2 employees.
 
  The Department reported that the FY2011 Board of Estimates Recommended Budget included the abolishment of 384 positions, 309 of which were filled.  The Department of Public Works 2011 Board of Estimates Recommendations, presented to the Council on May13, 2010, projected that 52 positions, 39 of which are filled, will be abolished in Public Right-of-Way Cleaning; 18 filled positions will be abolished in Waste Removal and Recycling; 38 positions, 32 of which are filled, will be abolished, and 23 positions will be created; 6 positions have been abolished in Administration; and 2 filled positions will be abolished in Rat Control.
 
  Under a new reorganization plan to improve efficiency and service, the Department reports that 298 positions, instead of 384, in the Bureau of Water & Wastewater will be abolished. Instead of going into effect July 1, 2010, the Department will implement the plan later in the fiscal year "to allow more time to work with the unions to retain employees for newly created positions and to provide for a smooth transition."  In the Surface Water Management Division, 8 positions are identified for abolishment, and in Solid Waste, 72 positions of which 59 are filled, are expected to be abolished.
 
 
 
The Council is in accord with the Department's stated objective to "find opportunities to place potentially affected employees into available positions within the Department" and to restore positions when made possible by the passage of any of the proposed revenue measures before the Council.  The Council's monitoring of the Department's personnel actions will support the common goal of ensuring that the least amount of fiscal hardship is imposed on the least possible number of employees whose hard work has done much to achieve a cleaner and greener Baltimore for us all.      
 
  NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF BALTIMORE, That the Director and the Human Resource Executive of the Department of Public Works are requested to report to the City Council on recent personnel actions; on the number, titles, and classes of positions slated for layoffs or abolishment driven by budgetary constraints; the number, titles, and classes of new positions and new hires projected to be filled in the upcoming fiscal year; and the number of new positions to be filled by persons slated for layoff or job abolishment.
 
  AND BE IT FURTHER RESOLVED, That a copy of this Resolution be sent to the Mayor, the Director of Public Works, the Human Resource Executive of Public Works, the Officials of AFSME and CUB, and the Mayor's Legislative Liaison to the City Council.
