A COUNCIL RESOLUTION concerning
Title
Informational Hearing - East Baltimore Development Inc.
FOR the purpose of requesting that the representatives of East Baltimore Development Inc., brief the Council regarding the status of their current projects, their use of minority businesses in current development projects, and their current procurement and hiring practices.

  East Baltimore Development Inc. (EBDI) is a nonprofit 501(c)(3) organization charged with leading and managing the $1.8 billion revitalization of an 88acre portion of East Baltimore. EBDI works with support from a long list of partners including the City of Baltimore, the State of Maryland, and a number of local civic groups and charitable Foundations.  EBDI's work is governed by a board of directors that includes government officials, community members, business and academic leaders and representatives of philanthropic organizations.
  
In Baltimore's current development market, it is as important as ever for minority businesses
to be included in the procurement and hiring practices of development companies.  According to the East Baltimore Development Inc.'s Economic Opportunity Plan and Procurement Policy, EBDI is committed to provide fair and representative opportunities for Minority-Owned, Women-Owned, and Locally-Based businesses, on all contracting and procurement activities.                                
   According to recent EBDI Economic Inclusion Updates, to date, $73,866,045.00 has been awarded in contracts on the entire East Baltimore Development Project.  Approximately $40 million has been awarded in contracts to Minorty-Owned businesses, Women-Owned businesses or Local Business Enterprises.                       
 
 
   In today's economic climate, it is as important as ever to be actively engaged in securing new opportunities for minority and women-owned businesses.  EBDI has shown that it is a leader in economic inclusion and has worked with the City of Baltimore, among others, to make this inclusion a priority.  EBDI has employed the services of an economic inclusion monitoring and compliance team to act as its representative on matters regarding the development and monitoring of its Economic Inclusion Plan.  Through the sharing of information, EBDI can update the Council on its current economic inclusion goals, plans and activities, and further show its commitment to economic opportunity in all of its employment and procurement practices.                                                                         
 
   NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF BALTIMORE, That this Body requests that the representatives of East Baltimore Development Inc., brief the Council regarding the status of their current projects, their use of minority businesses in current development projects, and their current procurement and hiring practices.
 
  AND BE IT FURTHER RESOLVED, That a copy of this Resolution be sent to the Mayor, the President and CEO of EBDI, the CFO of EBDI, and the Mayor's Legislative Liaison to the Council.
