National County Government Month - April 2012 "Healthy Counties, Healthy Families"
FOR the purpose of proclaiming April 2012 as National County Government Month; highlighting the many government services available to the citizens of, and visitors to, the City of Baltimore, and; encouraging all City officials, employees, schools, and residents to participate in local government celebration activities.

Recitals
The nation's 3,068 counties provide a variety of essential public services to communities serving more than 300 million Americans. Baltimore City and all other members of the National Association of Counties take seriously their responsibility to protect and enhance the health, welfare, and safety of residents in sensible and cost-effective ways.
County governments are essential to America's healthcare system and are unique in their responsibility to both finance and deliver health services through public hospitals and clinics, local health departments, long-term care facilities, mental health services and substance abuse treatment, and coverage programs for the uninsured.
As stated in Live Baltimore - From heart health to cancer treatment, to research for children with special needs, the doctors, nurses, and expert professional staff at the city health systems unlock the keys to advanced technology, research, medical science, and the availability of some of the best healthcare treatment and specialists in the country.
Healthy Baltimore 2015 is the Baltimore City Health Department's comprehensive health policy agenda for the city, articulating its priority areas and indicators for action. The plan highlights areas where there can be the largest impact on reducing morbidity and mortality and improve the quality of life for city residents:
· Promote Access to Quality Health Care for All
· Be Tobacco Free
· Redesign Communities to Prevent Obesity
· Promote Heart Health
· Stop the Spread of HIV and Other Sexually Transmitted Infections
· Recognize and Treat Mental Health Needs
· Reduce Drug Use and Alcohol Abuse
· Encourage Early Detection of Cancer
· Promote Healthy Children and Adolescents
· Create Health Promoting Neighborhoods
Healthy Baltimore 2015 recognizes that individuals and communities must have the opportunity to make choices that impact their health regardless of race, income, or education. This agenda for change also acknowledges that a local public health department cannot successfully implement the plan working alone. The success of Healthy Baltimore relies on the diverse partnerships of our neighbors, businesses, academic institutions, community-based organizations, non-profit agencies, medical institutions, foundations, and schools.
Our most valuable resource, our children, are served by the Baltimore City Public Schools that share the Vision of: "accelerating the academic achievement of all students, in partnership with the entire community to ensure that students have the attitudes, skills, and proficiencies needed to succeed in college and in the 21st global workforce" ,and; the Mission: to accelerate student progress through effective implementation of the Master Plan, focusing on quality instruction, managing systems efficiently and sustaining a culture of excellence."
The nearly 650,000 residents of Baltimore City, as well as worker and visitors, are fortunate to be served by a law enforcement agency that holds: "The mission of the Baltimore Police Department, in partnership with the Baltimore community, is to protect and preserve life and protect property, to understand and serve the needs of the city's neighborhoods, and to improve the quality of life by building capacities to maintain order, recognize and resolve problems, and apprehend criminals in a manner consistent with the law and reflective of shared community. values."
Baltimore City government agencies recognize the importance of working with the entire community to ensure success and to positively impact the quality of life for all. It is in this spirit that we celebrate National County Government Month.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF BALTIMORE, That this Body hereby proclaims April 2012 as National County Government Month; highlights the many government services available to the citizens of, and visitors to, the City of Baltimore, and; encourages all City officials, employees, schools, and residents to participate in local government celebration activities.
AND BE IT FURTHER RESOLVED, That a copy of this Resolution be sent to Mayor, Baltimore City Government Agencies, the CEO, Baltimore Public Schools, the President, NACo., and the Mayor's Legislative Liaison to the City Council.
