Mayor's Commission on Disabilities - Members and Associates
FOR the purpose of modifying the qualifications required to serve as a member of the Commission on Disabilities; modifying the agencies to be represented on the Commission by non-voting associates; and generally relating to the composition of the Commission on Disabilities.

SECTION 1. BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF BALTIMORE, That the Laws of Baltimore City read as follows:

Article 1. Mayor, City Council, and Municipal Agencies
Subtitle 23. Mayor's Commission on Disabilities
§ 23-4. Members; associates.
(a) Members.
(1) The Commission consists of 23 members:
(I) [(1)]a Mayor's representative;
(II) [(2)] a representative of the City Council; and
(III) [(3)] 21 members appointed by the Mayor under Article IV, § 6 of the City Charter as follows:
A. [(i)] 9 persons with disabilities, not employed in the field of disabilities;
B. [(ii)] 3 family members of persons with disabilities; and
C. [(iii)] 9 representatives of business, industry, community organizations, non-profit organizations, and organizations representing persons with disabilities, not fewer than 3 of whom are persons with disabilities.
(2) OF THE MEMBERS APPOINTED UNDER PARAGRAPH (1)(III)A AND B OF THIS SUBSECTION, EACH MUST RESIDE IN A DIFFERENT COUNCILMANIC DISTRICT.
(3) EACH MEMBER APPOINTED UNDER PARAGRAPH (1)(III)C OF THIS SUBSECTION MUST:
(I) WORK IN THE CITY; OR
(II) IF THE MEMBER IS A PERSON WITH DISABILITIES, RESIDE IN THE CITY.
(b) Associates.
One representative from each of the following City agencies serves as a non-voting associate:
(1) Commission on Aging and Retirement Education[;].
(2) Health Department[;].
(3) Department of Recreation and Parks[;].
(4) Department of Planning[;].
(5) Department of Housing and Community Development[;].
[6) Office of Promotion and Tourism ;]
(6) [(7)] Department of Human Resources[;].
(7) [(8)] Department of Public Works[;].
(8) [(9)] Law Department[;].
(9) [(10)] Community Relations Commission[;].
(10) [(11)] Baltimore City Public School System[; and].
(11) [(12)] Office of Employment Development.
(12) POLICE DEPARTMENT.
(13) DEPARTMENT OF SOCIAL SERVICES.
(14) FIRE DEPARTMENT.
(15) DEPARTMENT OF TRANSPORTATION.
(16) ENOCH PRATT FREE LIBRARY.
[(c) City Council district representatives.
Of the members appointed under subsection (a)(3)(i) and (ii), at least 1 shall be appointed from each of the 6 Councilmanic districts.]
[(d) Residency.
All members of the Commission must be residents of Baltimore City.]
SECTION 2. AND BE IT FURTHER ORDAINED, That the catchlines contained in this Ordinance are not law and may not be considered to have been enacted as a part of this or any prior Ordinance.
SECTION 3. AND BE IT FURTHER ORDAINED, That this Ordinance takes effect on the 30th day after the date it is enacted.
