Cecil Elementary School #007, Baltimore's newest Blue Ribbon School of Excellence, is a neighborhood school serving 330 students in grades pre-kindergarten through grade 5.  The school first opened in 1965, and was renovated in 2000-2001.  In addition to strong parental and community support, the school enjoys partnerships with East Baltimore Community Corporation, St. Ann's Catholic Church, PNC Bank, and the Baltimore City State's Attorney's Office, and it receives extra-curricular services from Junior Achievement, Aqua-partners, and Back to Basics. While all parties contribute to the success of the school, it is the steadfast perseverance of the students that has ultimately led to academic success.

Cecil Elementary School has been awarded the Maryland Blue Ribbon School of Excellence award, as part of a state and national program that recognizes and honors public and private elementary, middle, and high schools that exhibit high performance and/or significant improvement in reading and mathematics as measured by Maryland academic assessment or are economically disadvantaged schools exceeding norms and dramatically closing achievement gaps of students in reading and mathematics.

The school, located at 2000 Cecil Avenue in East Baltimore, is Baltimore City's 7th Maryland Blue Ribbon School of Excellence.  George Washington Elementary School was named a National Blue Ribbon School of Excellence in November 2007, and Baltimore City College, Baltimore Polytechnic Institute, Bentalou Elementary, Patapsco Elementary, and Roland Park Elementary/Middle have also been recognized for academic excellence by being designated as Maryland or National Blue Ribbon Schools of Excellence in previous years.

The Baltimore City Council applauds the achievements of all Baltimore City National and State Blue Ribbon Schools of Excellence and encourages all students throughout the system to be reminded by their success that educational and personal excellence is a goal that is within the grasp of all who "stay the course".

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF BALTIMORE, That this Body congratulates the students, teachers, and administrators of Cecil Elementary School on receiving the honor of being designated a Blue Ribbon School of Excellence by the Maryland State Department of Education, applauds the students and parents for their commitment to education, and commends the teachers, para-professionals, and administrators for their continuing efforts in the pursuit of academic excellence.

AND BE IT FURTHER RESOLVED, That a copy of this Resolution be sent to Mayor, the CEO of Baltimore City Public School System, the Principal of Cecil Elementary School, the President of the Parent-Teacher Association of Cecil Elementary School, and the Mayor's Legislative Liaison to the City Council.
