Pilot Program - Baltimore City Housing Apprenticeship Program

 

FOR the purpose of requesting the Baltimore City Joint Apprenticeship Program (BCJAP), in conjunction with the Labor and Industry Division of the Maryland State Department of Labor, Licensing and Regulation, and the Department of Housing and Community Development, to develop a pilot program that will train apprentices in trades that will allow them to work on renovating Baltimore City-owned houses while obtaining their on-the-job training.

The Baltimore City Joint Apprenticeship Program was established, in 1971, by the City of Baltimore and AFSCME Local 44 to train qualified individuals to enter skilled occupations.  It affords participants the opportunity to earn while they learn.  Apprentices become skilled through a combination of on-the-job training and technical classroom instruction.  The Baltimore City Joint Apprenticeship Program is registered with the Maryland Apprenticeship and Training Council within the Department of Labor, Licensing, and Regulation.   Participation with the Maryland Apprenticeship and Training Council allows the Baltimore City Joint Apprenticeship Program to graduate journey persons recognized by the State of Maryland and the Federal Bureau of Apprenticeship and Training.

 

The Maryland Apprenticeship and Training Council is the registration agency for apprenticeship programs.  Apprenticeship sponsors who seek the approval of the Council must develop "Standards of Apprenticeship," which include an organized written training plan, the terms and conditions of employment, attendance at related instruction, an equal employment opportunity pledge, and proper supervision of the apprentice in an occupation.  Since its inception, the Apprenticeship and Training Council has approved and registered 227 occupations, and more than 25,852 apprentices have completed training.

 

 

On-the-job training for apprentices takes place at the work site under the direction of a highly skilled journeyperson.  An approved training plan outlines the work process in which the apprentice will be trained and specifies an approximate length of time to be spent in each major process.  Because of the growing importance of advanced technology, many trades have lengthened both on-the-job and related instruction hours to encompass the changes taking place throughout their industries.  Most apprenticeships take 3 or 4 years to complete.  Successful completion of a registered apprenticeship leads to a nationally recognized Certificate of Completion of Apprenticeship attesting to the individual's skills and knowledge to qualify as a  journeyperson.

 

The goal of this pilot program is to bring a number of relevant agencies together to develop a program in which apprentices are trained in the construction trades.  These apprentices will receive their training and begin working on renovating currently dilapidated Baltimore City homes so that they can be sold via tax sale.  With the help of this program, the City of Baltimore will be able to furnish more affordable housing, increase the number of qualified construction workers in Baltimore City, and renovate empty houses and allow them to be sold as assets for the City of Baltimore.

 

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF BALTIMORE, That this Body requests the Baltimore City Joint Apprenticeship Program (BCJAP) in conjunction with the Labor and Industry Division of the Maryland State Department of Labor, Licensing and Regulation and the Baltimore City Department of Housing and Community Development, to develop a pilot program that will train apprentices in trades that will allow them to work on renovating Baltimore City-owned houses while obtaining their on-the-job training.

 

AND BE IT FURTHER RESOLVED, That a copy of this Resolution be sent to the Mayor, the Baltimore City Joint Apprenticeship Program, the Labor and Industry Division of the Maryland State Department of Labor, Licensing and Regulation, the Baltimore City Department of Housing and Community Development, and the Mayor's Legislative Liaison to the City Council.
