In Support of House Bill 1098 - Baltimore City - Binding Arbitration - Police Officers
FOR the purpose of expressing support for House Bill 1098 as amended by the Appropriations Committee, and requesting the Honorable Chair and Members of the Baltimore City Delegation to the 2010 Session of the Maryland General Assembly to secure passage of House Bill 1098.

Recitals
WHEREAS, Nearly 5,000 professional police officers, sergeants, and lieutenants are represented by the Baltimore City Fraternal Order of Police Lodge No. 3, all of whom work tirelessly to protect the citizens of Baltimore City; and
WHEREAS, Binding arbitration would introduce the possibility of a neutral third party making decisions that would bind both the Fraternal Order of Police (FOP) and the City of Baltimore, and would therefore create an incentive for both parties to work cooperatively to reach an agreement before such arbitration would be needed; and
WHEREAS, At least thirty-five states have adopted the Uniform Arbitration Act as state law; and
WHEREAS, The Baltimore City Fire Unions (I.A.F.F. Local #734 and I.A.F.F. Local #964), as well as the professional police officers employed by Baltimore County, Anne Arundel County, Prince George's County, Montgomery County, Howard County, and Ocean City, all have binding arbitration; and
WHEREAS, Binding arbitration would promote and support the timely and equitable resolution of disputes; and
WHEREAS, Amendments to this legislation have been offered that would make its provisions acceptable to all parties involved.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF BALTIMORE, That this Body supports passage of House Bill 1098, as amended by the Appropriations Committee, and requests the Honorable Chair and Members of the Baltimore City Delegation to the 2010 Session of the Maryland General Assembly to secure passage of House Bill 1098.
AND BE IT FURTHER RESOLVED, That a copy of this Resolution be sent to the Governor, the Mayor, the Honorable Chair and Members of the Baltimore City Delegation to the 2010 Session of the Maryland General Assembly, the President of the Baltimore City Fraternal Order of Police Lodge No. 3, and the Mayor's Legislative Liaison to the City Council.
