A COUNCIL RESOLUTION concerning

Title

In Support of State Legislation - (Senate Bill 452/House Bill 1488) - Consumer Access to Ignition Key Information

 

FOR the purpose of expressing support for Senate Bill 452/House Bill 1488 that requires a vehicle manufacturer licensed in the State, to implement a system by a certain date that provides a vehicle owner or lessee and certain other persons access to information sufficient to allow the reproduction of a key required to operate the owner's or lessee's motor vehicle, requiring the manufacturer to allow access to the information 24 hours a day and 7 days per week, and requesting the Chair and Members of the Senate Judicial Proceedings Committee to report the bill favorably.

                     Recitals

 

When a car owner gets locked out of his or her vehicle, they call a locksmith, who then attempts to make another key from the information they gain from the vehicle's internal computer systems.  If the owner so chooses, they can contact a dealership who, after requesting proof of identity, can provide the car owner or lessee with the information they need to get a new key made by the locksmith.  This process can be time consuming and is only made available during the hours when the dealership is actually open for business. 

 

Senate Bill 452/House Bill 1488 will force car manufacturers to create a system by which an owner or lessee of a vehicle will have access to the information needed to have a spare key created at all times, regardless of dealership hours.  This system would be invaluable in providing drivers who are locked out of their cars the ability to get back on the road more easily, in addition to providing access to necessary information for the locksmiths who are called to the scene and are being asked to create the new car key. 

 

 

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF BALTIMORE, That this Body  expresses support for Senate Bill 452/House Bill 1488 that requires a vehicle manufacturer licensed in the State, to implement a system by a certain date that provides a vehicle owner or lessee and certain other persons access to information sufficient to allow the reproduction of a key required to operate the owner's or lessee's motor vehicle, requiring the manufacturer to allow access to the information 24 hours a day and 7 days per week, and requests the Chair and Members of the Senate Judicial Proceedings Committee to report the bill favorably.

 

AND BE IT FURTHER RESOLVED, That a copy of this Resolution be sent to the Mayor, the

AAA Mid-Atlantic, the Chair and Members of the Senate Judicial Proceedings Committee, the Honorable Chair and Members of the Baltimore City Senate and House Delegations to the 2006 Maryland General Assembly, and the Mayor's Legislative Liaison to the Council.
