SECTION 1. BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF BALTIMORE, That the Laws of Baltimore City read as follows:

Article 1. Mayor, City Council, and Municipal Agencies
Subtitle 55. Mayor's Anti-Animal Abuse Advisory Commission
§ 55-3. Advisory Commission membership.
(a) In general.
(1) The Advisory Commission consists of [30] 23 members.
(2) Of these:
(i) [25] 13 members are appointed by the Mayor in accordance with Article IV, § 6 of the Baltimore City Charter; and
(ii) [8] 10 members are agency representatives.
(b) Appointed members.
The [25] 13 appointed members of the Advisory Commission are as follows:
[(1) 1 member from each of the 14 City Council districts.]
(1) [(2)] 1 member representing each of the following 4 organizations:
(i) Maryland SPCA;
(ii) The Snyder Foundation for Animals;
(iii) the ASPCA; and
(iv) the Baltimore Animal Rescue and Care Shelter.
[(3) 3 at-large members.]
[(4) 1 member nominated by the President of the City Council.]
(2) [(5)] 1 City Council member, nominated by the President of the City Council.
(3) [(6)] 1 judge.
(4) [(7)] 1 veterinarian practicing in Baltimore City.
(5) 3 AT-LARGE MEMBERS.
(6) 3 AT-LARGE MEMBERS, NOMINATED BY THE PRESIDENT OF THE CITY COUNCIL.
(c) Agency representatives.
The [8] 10 agency representatives are the following, or their designated representatives:
(1) the Director of the Bureau of Animal Control.
[(2) the Health Commissioner.]
(2) [(3)] the Director of Juvenile Services.
(3) THE DIRECTOR OF SOCIAL SERVICES.
(4) the Mayor.
(5) the President of the City Council.
(6) the State's Attorney for Baltimore City.
(7) the Police Commissioner.
(8) the Baltimore City Sheriff.
(9) THE COMMISSIONER OF HOUSING.
(10) THE CEO OF THE BALTIMORE CITY PUBLIC SCHOOL SYSTEM.
§ 554. Terms, compensation, vacancies.
(b) Compensation; expenses.
Members of the Advisory Commission:
(1) are not entitled to compensation for their services; but
(2) are entitled to TIMELY reimbursement for expenses incurred, as provided in the Ordinance of Estimates.
§ 555. [Officers] CHAIR; committees.
(a) [Officers] CHAIR.
[(1)] The Mayor must designate a member of the Advisory Commission to serve as its Chair.
[(2) Members of the Advisory Commission may select any other officers they consider necessary or appropriate.]
§ 556. Meetings; quorum.
(c) Failure to [attend meetings] PARTICIPATE.
(1) If any member is absent from regularly scheduled meetings more than 3 times in 1 year, not counting absences excused by the Chair:
(I) [(1)] the member is considered to have resigned; and
(II) [(2)] the Chair must request that the member's appointing authority fill the resultant vacancy.
(2) IF, IN THE OPINION OF THE CHAIR AND THE MAYOR, ANY MEMBER FAILS WITHOUT SUFFICIENT CAUSE TO PARTICIPATE IN THE AFFAIRS OF THE ADVISORY COMMISSION AS IS NORMALLY EXPECTED OF A MEMBER, THE MAYOR MAY REMOVE THAT MEMBER.
SECTION 2. AND BE IT FURTHER ORDAINED, That the catchlines contained in this Ordinance are not law and may not be considered to have been enacted as a part of this or any prior Ordinance.
SECTION 3. AND BE IT FURTHER ORDAINED, That this Ordinance takes effect on the 30th day after the date it is enacted.
