  SECTION 1.  BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF BALTIMORE, That the Laws of Baltimore City read as follows:
 
      Baltimore City Code
 
      Article 5.  Finance, Property, and Procurement
 
      Subtitle 28.  Minority and Women's Business Enterprises
 
§ 286.  Automatic termination.
 
This subtitle automatically expires on June 30, [2012] 2013, unless the City Council, after causing an appropriate study to be undertaken, conducting public hearings, and hearing testimonial evidence, finds that the purposes identified in this subtitle have not yet been achieved, in which case this subtitle may be extended for 5 more years.
 
§ 2847.  Contracts between $5,000 - [$24,999] $49,999.99.
 
  (a)  In general.
 
 
 
The following standards and procedures apply to every contract for which the estimated cost is $5,000 or more and less than [$25,000] $50,000.
 
§ 2848.  Contracts of [$25,000] $50,000 or more.

The following standards and procedures apply to every contract for which the estimated cost is [$25,000] $50,000 or more.
 
  SECTION 2.  AND BE IT FURTHER ORDAINED, That the catchlines contained in this Ordinance are not law and may not be considered to have been enacted as a part of this or any prior Ordinance.
 
  SECTION 3.  AND BE IT FURTHER ORDAINED, That this Ordinance takes effect on the 30th day after the date it is enacted.
