Supporting 'Say Yes to Education' in Baltimore

FOR the purpose of supporting Baltimore's proposal to the Say Yes to Education Foundation.

Recitals

  

   Baltimore is applying to the Say Yes to Education Foundation for support in setting and achieving significant increases in the number of Baltimore City public school students who complete postsecondary education.

 

   The Say Yes systems address four major obstacles for lowincome students: academic readiness, social and emotional readiness, health and wellbeing, and financial resources. Research shows that the earlier this approach is applied in a child�s scholastic career, the stronger the results in high school, as well as two and fouryear colleges.

 

   Say Yes partners with every sector of the community from government organizations, the school district, and higher education institutions to communitybased organizations, businesses, and faithbased organizations to ensure a collaborative effort to dramatically increase high school and college graduation rates, as well as create a citywide transformation.

 

   The City of Baltimore is committed to collaborating with key partners in this citywide turnaround strategy, as described by the following five Say Yes criteria:

 

1.                     Postsecondary Completion Goal: Establishing postsecondary completion as the standard upon which citywide progress will be measured. Commitment to the key outcome metrics comprised by the indicators on the Say Yes Postsecondary Pathway.

 

2.                     Partnership with Higher Education: Commitment to partner with Higher Education to provide the supports and interventions needed to ensure student success.

 

3.                      Transparent Accountability: The school district�s willingness to engage in a public dialogue using thirdparty validated data  about what is working and not working in the city.

 

 

4.                     Transparent and Sustainable Fiscal Management: Collaborate in the creation of a longterm fiscal pro forma that results in full funding of citywide programs by year six of the program through the core operating budgets of the school system, city and state.

 

5.                      CrossGovernment and CrossSector Collaborative Governance Model: Commitment to building collaborative governance structures required to scale and sustain the socialemotional, health, legal, family counseling, and academic services needed.

 

   NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF BALTIMORE, That the Baltimore City Council supports Baltimore�s proposal to the Say Yes to Education Foundation.

 

   AND BE IT FURTHER RESOLVED, That a copy of this Resolution be sent to the Mayor, the Say Yes to Education Foundation, the CEO of Baltimore City Public Schools, and the Mayor�s Legislative Liaison to the City Council.
