                     Recitals

On December 2, 2007, Baltimore City was saddened by the news of the passing of George L. Winfield, the Director of the Department of  Public Works who served at the helm under two mayors, in a leadership remarkable for its steadfast service to the citizens of Baltimore through all seasons - from the blinding snowstorms of winter, to the sweltering days of summer.

George Winfield quietly and honorably led the 3,500 employees of the City's largest department through trying times brought on by budgetary constraints from the inside and massive snowstorms, crippling droughts, and broken water mains from the outside, all the while collecting the City's garbage, cleaning streets and alleys, removing and treating waste water, maintaining fleets of vehicles, and providing clean drinking water for us all.

As noted by the Mayor, "his knowledge of the inner-workings of Baltimore City and his dedication to making government open and efficient made him an indispensable partner", and as noted by the Governor, "George Winfield devoted almost his entire career to public service - and he did it quietly, professionally, and honestly."

Those who knew George L. Winfield personally will hold dear their own private memories, but some of the area's most important and monumental projects - the City's Spring and Fall Clean-ups, the renovations of Lake Montebello and Loch Raven Dam, and the Baltimore City and U.S. Coast Guard "Green" Initiative - will serve as lasting remembrances and fitting tributes to a public life well-lived.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF BALTIMORE, That this Body hereby offers heartfelt tribute to George L. Winfield, Director, Baltimore City Department of Public Works for his many years of exemplary service to the citizens of Baltimore and expresses deepest sympathy to his loving family, loyal friends, and dedicated colleagues on the sad occasion of his untimely passing.

AND BE IT FURTHER RESOLVED, That a copy of this Resolution be sent to the family of George L. Winfield, the Mayor, the Deputy Director of the Department of Public Works, and the Mayor's Legislative Liaison to the City Council.
