A COUNCIL RESOLUTION concerning

Investigative Hearing - Affordable Housing Trust Funds

 

FOR the purpose of requesting the Commissioner of Housing and Executive Director of the Housing Authority of Baltimore City to report to the City Council and the citizens of Baltimore on how Affordable Housing funds are being used; the amount of funds expended to-date for demolition of public housing and the amount of money expended for the development of low-income and affordable housing; the number of public housing units razed and the number of replacement units built since the establishment of the first  Affordable Housing Trust Fund; plans for the development of low-income and affordable housing in future years; and to provide for regular reports to the City Council on the management and disbursement of funds under current and all future Affordable Housing Trust Funds

Recitals

 

The City Council has consistently adopted legislation that addresses the need for developing programs to improve and expand housing opportunities for working families and persons of low and moderate income.  To that end, and in recognition of the fact that the economic diversity of our neighborhoods will stimulate economic investment, promote neighborhood stability, and increase public safety, the Baltimore Affordable Housing Program was established in early 2006. In that year's November election, the voters endorsed the efforts of the City Council by adopting a Charter Amendment - Affordable Housing Trust Funds -  that authorized the establishment of 1 or more continuing, nonlapsing funds to be used for promoting and assisting in the production of affordable housing.

 

To ensure that the intent of the Council and the will of the citizens of Baltimore is appropriately reflected in the policies of the agency charged with administration of the programs, it is imperative that all Affordable Housing Trust Fund initiatives be reviewed on a regular basis by submission of written and/or oral reports by the Commissioner of Housing and Executive Director of the Housing Authority of Baltimore City or appropriate personnel on a biannual schedule, beginning with the initial report generated by adoption of this Resolution.

 

 

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF BALTIMORE, That the Commissioner of Housing and Executive Director of the Housing Authority of Baltimore City is requested to report to the City Council and the citizens of Baltimore on how Affordable Housing funds are being used; the amount of funds expended to-date for demolition of public housing and the amount of money expended for the development of low-income and affordable housing; the number of public housing units razed and the number of replacement units built since the establishment of the first Affordable Housing Trust Fund; plans for the development of low-income and affordable housing in future years; and to provide for regular reports to the City Council on the management and disbursement of funds under current and all future Affordable Housing Trust Funds.

 

AND BE IT FURTHER RESOLVED, That a copy of this Resolution be sent to the Mayor, the Honorable Elijah E.Cummings, the Commissioner of Housing/Executive Director of the Housing Authority of Baltimore City, and the Mayor's Legislative Liaison to the City Council.
