Baltimore City Tax and Fee Structure Task Force
FOR the purpose of establishing the Baltimore City Tax and Fee Structure Task Force to study and examine the application and use of Baltimore City's tax structure and fee system.

Recitals
Currently, the City's property tax rate is 2.28 per $100 of assessed value. This is at least double the tax rate in surrounding jurisdictions. In order to come up with concrete, hard, cutting-edge reforms, we must examine the whole picture of the City's tax structure and learn about the effect and consequence taking real cuts out of the City's property tax. The importance of these property tax revenues is significant, and cutting them could have a major effect on city services.
In order to make sure that the City's tax structure and fee system is appropriate, and that tax rates in all areas are appropriate, a task force is necessary. After the appropriate studies and examinations are done, we will be able to decide where tax cuts are needed and where the rates need to remain steady in order to keep city services and programs available to the citizens of Baltimore City.
