(3) PARKING, STOPPING, OR STANDING IN A MANNER THAT OBSTRUCTS OR IMPEDES THE FREE FLOW OF VEHICULAR OR PEDESTRIAN TRAFFIC ALONG A BLOCK FACE ABUTTING OR IMMEDIATELY ACROSS THE STREET FROM THE GROUNDS OF A BUILDING USED AS A PUBLIC OR PRIVATE KINDERGARTEN, ELEMENTARY SCHOOL, OR SECONDARY SCHOOL, ON ANY SCHOOL DAY BETWEEN THE HOURS OF 7 A.M AND 9 A.M.
