FOR the purpose of joining the Baltimore City Branch of the NAACP and the family of Isaiah Simmons, III, in requesting the Baltimore Field Office of the Federal Bureau of Investigation (FBI) to undertake a formal inquiry into the death of Mr. Simmons and the disposition of the cases against the Bowling Brook Preparatory School personnel directly or indirectly responsible for his demise.

Recitals

On January 23, 2007, Isaiah Simmons, III, of East Baltimore, the 17 year-old-father of a baby girl, died at Bowling Brook Preparatory School, near Westminster in Carroll County. The 5- foot, 9-inch, 147 pound youth loss consciousness and died while being restrained by 5 grown men, for at least 3 hours. Official accounts of the incident state that the counselors at the privately run school for juvenile offenders then delayed administering CPR or summoning an ambulance for assistance for Isaiah for a full 41 minutes because they believed he was pretending to be asleep.

Isaiah's death brought to light other incidences of abuse at the facility that housed 170 juveniles. Four...
