Recitals

Human trafficking remains a serious problem worldwide and right here in Baltimore. A law enforcement only approach to the problem is limited and unlikely to be fully effective in eradicating this practice.

Instead, human trafficking requires a more holistic, multifaceted approach that provides support for victims as well as action against traffickers and those who would profit from them. Implementing this kind of approach here in Baltimore will require coordination and planning among many City agencies and community stakeholders.

A multi-agency and citywide taskforce to provide coordinating opportunities for addressing sex trafficking should be established. Within 12 months, the taskforce should complete a strategic plan for addressing human trafficking and the curtailing of trafficking. This plan, at minimum, should include training, outreach, service identification from both the government and nonprofit sectors, and demographics.

Taskforce members should include representatives from:
