A COUNCIL RESOLUTION concerning
Title
Comprehensive Master Plan - Senior Housing

FOR the purpose of urging The Planning Commission to consider the suggestions of the Commission on Aging and Retirement Education when developing a Master Plan for the City of Baltimore.

Recitals

According to recent statistics, 1 in 7 City residents is over 65 years of age, and by the year 2030, 1 in 4 City residents will be senior citizens. Considering these facts and that in the City 38% of homeowners are over 60 years of age, the importance of affordable housing for the older adult population is more important than ever.

When developing a Master Plan for the City, we must take into consideration the fact of Baltimore's high numbers of low-income minorities with disabilities. We must address this to ensure that there is a development plan to maintain infrastructure and resources to sustain and support our most at-risk older citizens.

Quality of life issues for the elderly should be an issue in future City Master Plans. These Plans must address major issues facing our aging population, and certain services must be provided in order to attract older people who already live in the City, as well as those who will hopefully wish to move here in the future.
