A RESOLUTION ENTITLED

A COUNCIL RESOLUTION concerning
Title
Legislative Oversight - City of Baltimore’s Youth Opportunities Budget - FY 2009

FOR the purpose of requesting that the City Council Budget and Appropriations Committee conduct a mid-year legislative oversight hearing to determine the expenditures of the Youth Opportunities budget to date, the number of youth served, and any balance accruing.
Body
WHEREAS, In FY 2009, the City’s Youth Opportunity budget became “a page in the book”, that is, a line-item expenditure of the City’s annual Ordinance of Estimates; and

WHEREAS, The object of youth advocates is to annually increase this youth budget from the previous year’s baseline of revenues and expenditures; and

WHEREAS, Regrettably the FY 2009 youth budget represents a reduction of 18 programs and a reduction of 2,480 youth served from FY 2008; and

WHEREAS, The FY 2009 youth budget of $5,876,768 represents $4.9 million in City contributions, $703,768 from the Governor’s Office of Children (GOC), and $200,000 in Family League carryover funds from FY 2007; and

WHEREAS, The Family League of Baltimore City, Inc., is the City’s agent for drafting “requests for proposals” (RFPs) for BOOST, A-TEAM, and Youthplace after school programs, for awarding these grants, and for overseeing and evaluating programs funded; and
