?CITY STRUCTURE? MEANS ANY BUILDING OR OTHER STRUCTURAL IMPROVEMENT TO REAL PROPERTY THAT:

(1) IS OWNED BY THE MAYOR AND CITY COUNCIL OF BALTIMORE; AND
