A COUNCIL RESOLUTION concerning

Informational Hearing - Comprehensive Master Plans

FOR the purpose of requesting the Director of the Department of Planning of Baltimore City to brief the Council on the nature, process, effect, use, and legal effect of comprehensive master plans, and how they are being developed under the auspices of the Department of Planning as required under State Law Article 66B and the Baltimore City Charter.

Recitals

Master plans are created for the general purpose of guiding and accomplishing a coordinated, adjusted, and harmonious development of Baltimore City to promote the health, safety, and morals of its inhabitants and to preserve the aesthetic and natural environment of the City.

Master plans show, among other things, the future general location and extent of all public improvements and enterprises, including the general location and extent of all land uses for purposes of transportation, recreation, and all public utilities.

The Department of Planning is developing a new Comprehensive Master Plan intent on maximizing economic opportunity and the quality of life for all Baltimore City citizens over the next 6 years. The Department is approaching this new Plan as Baltimore City's business plan for coordinating and leveraging City investment, policy, and programming.
